Please ensure you complete every question. This information is required to complete assessment of your eligibility for funded training. We will also use this document to complete your enrolment should you be offered and accept enrolment. Please call our office if you have any questions at any time. Once we receive the completed pre-enrolment application, we will call you to discuss the application and the next step in getting you started in your chosen course.

Q4. Unique Student Identifier (USI)

From January 1, 2015, all learners studying nationally recognised training in Australia are required to have a Unique Student Identifier.

Please logon to your USI account and give permission to us as your training organisation to view or update your details and view your training records and transcript.

Giving us permission to view your USI account is a straightforward way for you to share information with us and for both parties to check your training record is correct always.

After you log in, the home page will have a section titled Provide your USI. Scroll down to “Set up access to your USI account/permissions” Click on ‘add an organisation’ and enter the following:

  • Organisation Code: 31970

  • Organisation Name: TLC Training Solutions

Click SEARCH. We will appear and you simply click ADD.

Tick to give TLC permission to “View Transcript”.

Expiry date select “2 years”

IMPORTANT

Students who will be accessing State funding must add Training Services NSW as an additional organisation.

PLEASE NOTE: If you are seeking Credit Transfers and cannot produce a Statement of Attainment, this is the only other way TLC can accept your credits, so giving us permission is access your account is crucial.

If you do not have a USI, you can apply at www.usi.gov.au. You must ensure you use your legal name in all areas – USI application, enrolment form etc. and that it matches all ID provided.

TLC can apply to the Student Identifiers register on your behalf for a USI. You will however be required to complete an authority form enabling us to do so which we will use along with a copy of your drivers license you provided earlier.

Although traineeships in NSW are currently free, we still need to advise of any eligible concessions for State funded programs.

An eligible concession card must be for a specified Australian Government welfare benefit or allowance and held at the time of your enrolment.

The type of card accepted for concession is quite specific. Listed are acceptable cards. Please indicate which concession card you hold. Please note: the card can be held by you or your parent / guardian if you are named as a dependent on the card.

Travel Concession

If you are going to be registered as a Trainee, the Concession Opal Card gives you all the convenience and flexibility of Opal, with fares at half the price of the Adult Opal card for travel on transport services including train, bus and ferries.

You'll need to apply for a Transport Concession Entitlement Card.

Make sure you have your TCID number with you when you fill out the application – you’ll find it included on the letters you’ll have received from Training Services NSW confirming your trainee status.

Adults who work or volunteer (this includes Vocational Placement) in child-related work in NSW must have a Working with Children Check (WWCC). Employers and organisations must verify the WWCC details and keep records of anyone they have in child-related work.

Q17. Language, Literacy, Numeracy and Digital (LLND) Assessment

All students are required to have language, literacy, numeracy and digital skill levels determined prior to entry into a course. This will be done during the Pre-Enrolment Application process. The purpose of this is to determine whether you may require additional support to complete the course successfully.

Q18. How did you find out about us?

As part of its student-centred audit approach, ASQA is seeking greater input from training providers’ current and former students including through interviews and surveys. We are required to inform you of this policy and ask you to acknowledge you understand you may be asked to take part in such surveys. 

Additional Fees and Charges

  • Re-issue of Testamurs $25 per copy

  • Re-issue or midway issue of Statement of Attainment $15 per copy

  • Ezidebit dishonour fees in addition to any bank charges $15.00 per dishonour

  • Failure to attend a first aid class after you have confirmed your booking $150

  • Re-sit fees $45 per assessment item (only applicable following 3 insufficient results recorded)

  • Photocopies of assessments held by TLC 20c per page in grey scale only.

  • Additional training or assessment visits (2hrs) (more than those outlined in schedule of visits) $250

  • A $300 (Cert III) or $500 (Diploma) fee is added to External Students only to support additional cost in trainers attending assessment visits outside our regular delivery region

Students’ Rights

All students have the right to:

  • Be treated fairly and with respect by all students and staff.

  • Not be harassed, victimised or discriminated against on any basis.

  • Learn in a supportive environment which is free from harassment, discrimination and victimisation.

  • Learn in a healthy and safe environment where the risks to personal health and safety are managed and minimised.

  • Have their personal details and records kept private and secure according to our Information Privacy Policy.

  • Access the information TLC Training Solutions holds about them, including those about participation and progress.

  • To be trained and assessed in an inclusive environment with consideration to individual learning styles.

  • Have their complaints dealt with fairly, promptly, confidentially and without retribution.

  • Make appeals about procedural and assessment decisions.

  • Receive training, assessment and support services that meet their individual needs.

  • Be given clear and accurate information about their course, training and assessment arrangements and their progress.

  • Access the support they need to effectively participate in their training program.

  • Provide feedback to TLC Training Solutions on the client services, training, assessment and support services they receive.

  • Be made aware of the legislation that impacts them due to their participation in vocational education and training.

Students’ Responsibilities

All students, throughout their training and involvement with TLC Training Solutions, are expected to:

  • Treat all people with fairness and respect and not do anything that could offend, embarrass or threaten others.

  • Not harass, victimise, discriminate against or disrupt others.

  • Treat all others and their property with respect.

  • Respect the opinions and backgrounds of others.

  • Follow all safety policies and procedures as directed by staff.

  • Report any perceived safety risks as they become known.

  • Not bring into any premises being used for training purposes, any articles or items that may threaten the safety of self or others.

  • Notify us if any of their personal or contact details change.

  • Provide relevant and accurate information to TLC Training Solutions in a timely manner.

  • Approach their course with due personal commitment and integrity.

  • Complete all assessment tasks, learning activities and assignments honestly and without plagiarism.

  • Make regular contact with their Trainer/Assessor.

  • Progress steadily through their course in line with the course schedule.

  • Prepare appropriately for all assessment tasks, visits and training sessions.

  • Notify TLC Training Solutions if any difficulties arise as part of their involvement in the program.

  • Notify TLC Training Solutions if they are unable to attend a class (if applicable) or won’t be present at the workplace for their scheduled visit for any reason at least twenty-four (24) hours prior to the commencement of the activity.

  • Refrain from smoking at training venues and on the premises of workplaces.

  • Make payments for their training within agreed timeframes.

  • Comply with state and commonwealth legislation during their participation in vocational education and training.

Fees and Refunds Policy and Procedure

DEFINITIONS

ASQA means Australian Skills Quality Authority, the national VET regulator and the RTO’s registering body

Standards means the 2025 Standards for Registered Training Organisations (RTOs) enabled by the National Vocational Education and Training Regulator Act 2011

POLICY

1. Protection of fees paid in advance

  • TLC Training Solutions protects the fees that are paid in advance by students.

  • TLC Training Solutions does not require a student to ever pay more than $1500 in advance for services not yet provided, either prior to course commencement or at any stage during their course.

2. Fees and refund information

Prospective and current students are advised of the fees associated with a course on the relevant Course Outline and on the Payment Schedule.  In compliance with Outcome Standard 2.1 (2) (c) (iii), information regarding all fees, costs and charges is provided prior to acceptance of enrolment. 

Fee information includes:

  • All relevant fee information including fees that must be paid and payment terms.

  • Deposits and refund information and conditions relating to these.

  • The learner’s rights as a consumer.

3. Inclusions in course fees

  • Unless otherwise specified, course fees include all the training and assessment required for students to achieve the qualification or course in which they are enrolling.

  • Course fees include the issuance of a testamur and record of results and/or statement of attainment. For additional copies or re-issuing of any of these documents an additional fee is applicable. 

4. Overdue payments

  • Students who are having trouble in paying their fees are invited to call our office to make alternative arrangements for payment during their period of difficulty.

  • TLC Training Solutions reserves the right to suspend the provision of training and/or other services until fees are brought up to date. Students with long term outstanding accounts may be withdrawn from their course if payments have not been received and no alternative arrangements for payment have been made.

5. Refunds

Any refund applicable and how it is to be calculated will be dependent on the mode of study your enrolment is linked to.

Fee for Service Enrolments

Fee for Service means you are not in receipt of any State funding to support your fees and all costs will be met by yourself or a third party (example: employer, parent / guardian / JSA). Regardless of who is paying (yourself or the third party) all Fee for Service courses have the following refund policy applied.

  • All course fees include a non-refundable enrolment fee which is outlined in the Course Guide.  These fees are non-refundable except in the unlikely situation where TLC Training Solutions is required to cancel a course due to insufficient numbers or for other unforeseen circumstances.  In this case, students will receive a full refund of their enrolment fee.

  • Students who withdraw from a course and wish to seek a refund or have the amount they owe on their fees reduced, must apply to TLC Training Solutions in writing, outlining the details and reason for their request.  Students who do not complete a withdrawal form or provide request to cancel in writing, are not eligible for consideration of a refund or reduction in fees.

  • Eligibility for a refund will be assessed based on the services provided to the student and the costs incurred by TLC Training Solutions to provide those services to the student.

  • No refund applies to any unit, cluster or RPL process commenced (regardless of whether these units have been completed) at time of cancellation. Commencement is proven by a completed Commencement of Unit/Cluster form, Online Course information, your Training Plan and Student Management System data.

  • Refunds will apply for any units, clusters, RPL process paid for but not yet commenced at time of cancellation.

  • The cancellation process requires an audit of your student file to ensure compliance.

  • Refunds can be appealed following our Complaints and Appeals Policy and Procedure.

PROCEDURE

A. Enrolment fees

  • Fee for Service students must pay their enrolment fee upon acceptance of enrolment and prior to commencement of training.

  • Invoices must be paid within 7 days.

  • For approved payment plan arrangements, a minimum payment of $50 per week is required to be paid against fees due however fees must be paid in full prior to commencement of training.

B. Course fees 

  • On commencement of each cluster or unit, TLC will invoice in line with the relevant payment schedule. Units / Clusters will be commenced as per dates agreed to on the development of your initial training plan.

  • Invoices must be paid within 7 days.

  • For approved payment plan arrangements, a minimum payment of $50 per week is required to be paid against fees due however fees must be paid in full prior to commencement of next cluster.

  • The final assessment visit will not occur until all fees related to your course are paid in full.

C. Receiving payments

  • All invoices are emailed.

  • Copies of invoices are retained on your student file.

  • Payments may be made by direct debit.

  • TLC will record payments against the relevant invoice on XERO

  • TLC will provide the student with a receipt on final payment or at any time when requested.

D. Managing overdue fees

  • TLC will send out statements monthly to students to show outstanding fees.

  • Trainers and admin staff will call students where payments are more than 14 days overdue.

  • Any student with an invoice past 40 days due will be referred to the debt collection agency.

  • The Training Manager will discuss with the student and employer (if relevant) about suspending training until fees are brought up to date. If training is suspended a letter is sent to the student and employer (if applicable) advising of suspension until payment is made.

  • Where fees continue to be unpaid, the Training Manager may consider cancellation of the enrolment.

E. Processing refunds

  • If a course is cancelled by TLC Training Solutions, students who have enrolled and paid their enrolment fee will be automatically issued a refund.

  • Students who withdraw from their course and seek a refund are to make a request for a refund in writing.

  • To assess a refund due, TLC will consider the services the student has received. Consideration will be given to the following:

  1. Enrolment fee is non-refundable – this covers administration time for enrolment, the induction process and trainer time.

  2. Resources provided

  3. Training received – number of visits received, units commenced.

  4. Individual support provided by the trainer/assessor

  5. Assessments marked

  • TLC Training Solutions will then: 

  1. Consider the costs incurred as per above, plus the fees paid by the student and calculate a suitable refund. 

  2. Have the refund approved or rejected by the CEO.

  3. Notify the student in writing of the outcome of the refund assessment and make payment of refund where applicable.

  4. Keep a copy of the refund assessment on the student’s file.

  • N/B: A refund will NOT apply to:

  1. Any enrolment  fee.

  2. Enrolments that have been cancelled where no notice was given, and the student has become inactive and noncontactable.

  3. Expired enrolments.

Consent Form - This form is a specific requirement under the Smart and Skilled Operating Guidelines. Please be aware, if you, the Prospective Student does not provide consent, we can not proceed with the Notification of Enrolment Process

understand and agree that, under the National Vocational Education and Training Regulator (Data Provision Requirements) Instrument 2020, TLC Training Solutions is required to collect personal information (information or an opinion about me), collected from me, my parent or guardian, such as my name, Unique Student Identifier, date of birth, contact details, training outcomes and performance, sensitive personal information (including my ethnicity or health information) and other enrolment and training activity-related information (together Personal Information) and disclose that Personal Information to the National Centre for Vocational Education Research Ltd (NCVER).

My Personal Information (including the personal information contained on my enrolment form and my training activity data) may be used or disclosed by TLC Training Solutions for statistical, regulatory and research purposes. 

TLC Training Solutions may disclose my personal information for these purposes to third parties, including:

• School – if I am a secondary student undertaking VET, including a school-based apprenticeship or traineeship;

• Employer – if I am enrolled in training paid by my employer;

• Commonwealth and State or Territory government departments and authorised agencies, including the NSW Department of Education (Department);

• NCVER;

• Organisations (including the Department) conducting student surveys; and

• Researchers.

Personal Information disclosed to NCVER may be used or disclosed for the following purposes:

• issuing a VET Statement of Attainment or VET Qualification, and populating Authenticated VET Transcripts;

• facilitating statistics and research relating to education, including surveys;

• understanding how the VET market operates, for policy, workforce planning and consumer information; and

• administering VET, including program administration, regulation, monitoring and evaluation.

I may receive an NCVER student survey which may be administered by an NCVER employee, agent or third party contractor. I may opt out of the survey at the time of being contacted.

NCVER will collect, hold, use and disclose my Personal Information in accordance with the Privacy Act 1988 (Cth), the VET Data Policy and all NCVER policies and protocols (including those published on NCVER’s website at www.ncver.edu.au).

The Department may disclose my Personal Information to other Australian government agencies, including those located in States and Territories outside New South Wales.

The above government agencies may use my Personal Information for any purpose relating to the exercise of their government functions, including but not limited to the evaluation and assessment of my training, the determination of my eligibility to receive subsidised training or for any Fee Exemptions or Concessions. My Personal Information may also be disclosed to other third parties if required by law.

I also acknowledge and agree that the Department may contact TLC Training Solutions for the purposes of evaluating and assessing my subsidised training.

I declare that the information I have provided to the best of my knowledge is true and correct.
